Depends on what type of visa you are looking to obtain.

I'll give you a quick summary of your options. This website explains what entails for the option that my wife and I chose. (K-1)

 

There is also an option for a K-3 which entails getting married first and then the two of you being apart while the paperwork goes through.

 

The K3 is a little faster than the K1 but with the K1 you don't have to be apart. With the K1 you have 90 days to get married from the day that you arrive in the US.

 

Use that website for both you and your SO to educate yourselves on what forms you will both need to fill out and mail, the cost to process the different forms, what info needs to be included with the forms, and most important of all they will want evidence that you and your SO are a legit couple. This can include such things as: photos together, emails/IM messages between the two of you, ticket stubs to shows that you may have went to together, etc.

 

The website explains everything.

 

To answer your question: it isn't hard to move to the US as long as you fill out the forms correctly, pay the fees, have enough evidence, and most important of all have patience.

 

We started the process in September of 2010 and we were given the OK in April/May of 2011.

There is no such thing as a "partner" or "domestic partner" visa in the US. Look here.
