I don't have a problem with stating what I want. If I want to do something with a girl, I will tell her. But I wonder if I am too dominant/controlling about it.

 

For example:

 

"Let's go out for dinner" or ''Let's go out for dinner, will you join me?"

"Come on, let's dance" or "Would you like to dance with me?"

 

Do I need to state what I want first and follow with asking if she agrees? Or do I blunt out tell her what I want, without asking her opinion about it?

It's a question not a demand. So turn it into a question and you'll get an answer. Make it a demand and you might get the finger.

It depends on delivery. If you guys are both laughing and having a good time, and you say, "come on, let's dance!" that's fun :) But if you're like, "We are going to this restaurant". And you have a very serious face/tone, not amused look, then she's going to think you're a jackass. If you're making plans, it's usually best to just ask, but if you're being fun and spontaneous, you can make suggestions like " I wanna ...x y z" and it won't be annoying

I think they are both fine. Although stating what you want might sound too aggressive sometimes so you need to be careful how say whatever it is you want to say. Be playful about it and don't make it sound too serious that way you're asking without actually asking If u get what I mean. Because she's allowed to decline whether you're asking or stating.
