I wouldn't call. These guys are lame and I wouldn't be surprised if this guy had a girlfriend sitting at home, hence his refusal to be the one responsible of starting something.

DONT NOT CALL HIM. It not a game. He is the man, he should call her and treat her like a lady and ask her out. He doesnt want to make the first move and that is unattractive in my opinion. If he has her number, call her

Isn't him asking her out technically him making the first move?
