I really wanna ask her out, but every time I try to talk to her, an interruption pops up. It's either her friends, professors, anyone. I honestly don't know when, where, or even how to ask her, but I was thinking on waiting until New Years or New Year's eve... Help me?

Also, when it comes to asking women out, waiting for the perfect time to do it usually never works. Not saying you need to ask her out in front of her friends or anything, but there's no need to wait about a month or so to ask her out. The longer you wait, the tougher it'll get. Do you have her phone # or anything like that?

I can tell you from experience: Sometimes "waiting for the perfect time" is just a way of avoiding actually doing it. You wait for a great segue line, or a great line that she'll remember forever... when all that time could have been spent dating her if you had asked her out two months ago when you first started planning all this...
