If I really, really like them, I will wait for "a moment" and then I will smile my sweetest smile, lean in, and shyly say, "You know....it's OK if you kiss me." Works like a charm. If I'm not that into him, I just do what this girl is doing, vaguely blow them off.

If I'm not that into him, I just do what this girl is doing, vaguely blow them off. however, that being said, she could be some degree of shy as well and although she may have wanted him to kiss her, wouldn't have felt comfortable being assertive enough to initiate it.....out of fear that maybe HE wasn't initiating it because he wasn't that interested. A lot of girls and woman are still of the mindset that they'd prefer the guy to make the first move.

However, IF what is holding him back is based solely on a fear of being rejected, understandable, no one likes rejection. Maybe there is a little bit of ego mixed in there somewhere (feeling like he doesn't measure up), or maybe he's afraid to fall for someone and then find out later she slept with the entire football team in high school/college. Or, that she has an STD, or she has 12 toes. it's the latter, the former is just a crutch.

This girl is definitely shy and passive. She would never give me compliments or even tell me I looked good.
