Should I make the first move with a guy who's very shy?

I have a crush on my cousin's best friend. They have known each other for 6 years now, but I only met him recently when I started to hang out with my cousin more. We've seen each other only at parties when my cousin gets people together. My friends who were at the last party with me swore he was flirting with me, but I couldn't be sure because this was the 5th or 6th time our paths have crossed and he still hasn't asked me out (or even for my number).

 

My cousin keeps telling me he's extremely shy. I don't want to scare him away by asking him out directly or telling my cousin to give him my number, so I'm thinking I'll send him my number in a Facebook message. That way, it's casual and I leave the door open for him.

 

The reason why I'm struggling with this dilemma is because I know I have a strong personality and some guys are easily intimidated. I've also had the experience where I was sure the guy was into me, but as soon as I made the first move, he lost interest.

Don't care if he's shy or not, guys would love it more if the girl would make the first move. Especially a guy that's shy.

More importantly, he's friend of family and I'm afraid things will be awkward if this goes sour. I'm pretty sure I'll see him again at other parties and events.
