Don't ask her to be your girlfriend before you even get to know her. You may weird her out. Ask her to a movie or something. If she declines, well, there is your answer.

Either accept there is always a chance of getting rejected, or give up on dating. EDIT: Given that you're "almost 15", latter option actually doesn't sound that harsh or unreasonable, at least for a while.

If she doesn't do this, then she is not into you...
