In general, is to ok to ask a girl out if she's openly interested in another guy

If she's openly interested in starting a relationship with another guy, but the other guy doesn't appear to be very responsive to her, would it be in proper taste to try and jump in there and snag her while the other guy is doing jack all?

 

Would it still be in good taste if theres no way you could pretend to her you don't know about the other guy? Kind of just seems like it would be a sort of "Hey how about us instead?" sort of thing to me.

 

And when I say openly interested, I mean to the point where a good chunk of all she ever talks about regarding her social life is this bloke.

It's ok, but it's also a huge waste of time.

 

If she's interested in someone else, even if he's not receptive to her, chances are you won't be able to change her mind. It might work, but based on my experience, it usually doesn't. Even if you were able to generate some interest, she'd still probably wonder about the other guy.
