(Back together with an ex from last year)

We live 54 miles apart, so when we dated for 6 months last year, we talked on the phone every night for around 2-3 hours straight. We can have great conversations, we never get bored with one another.

This year, I finally have a cell phone too. He switched to Verizon Wireless, so it costs minutes even when I call, and he can't really talk on the phone much anymore because his parents are stingy about the phone plan (he went over a few weeks ago). I like texting my friends, but not him, because it sounds so impersonal and it's annoying when we're talking, then he turns "busy" for 2 hours, without telling me. It's annoying! And I feel stupid saying, "Hello?" every 30 minutes with no reply. I've told him numerous times to please, PLEASE tell me when he's going to be busy, because it's rude. >.<

Anyways, we used to talk ALL THE TIME, to make up for not seeing each other every day. I'd like to talk just a little more, but lately he disappears, then comes back after a long period of time saying he was busy. It pisses me off, and I feel clingy, when it wasn't even my fault.

3 times this weekend, he sent a text, and I actually was busy at work; he called me five minutes later asking why i wouldn't answer his text. O.o What the heck?!?

What do I do in this situation? Talk to him about it again, to let it sink it that I'd like to know when he's busy and a double standard is annoying?
