I personally would not do it even if i wanted to.I just think it's a quite personal thing to do and you dont want to be too personal with an ex.It's like how come you still remember his birth date when you two are not close anymore.We are suppose to only remember the birth dates of those who are close and dear to us.Send him a happy birthday text is like telling him"hey,see, i still remember your birthday.how sweet is that?"It's going to look like you still care and think about him a lot
