According to Chandler Police Spokesperson David Ramer, the sexual relations started three years ago, when the teen was 14. A family friend apparently discovered the relationship after intercepting text messages about sex acts and genitalia. That friend then notified the victim's father, who called police, according to Ramer. Brock was taken into custody on Tuesday night and faces charges of molestation and sexual conduct with a minor. Her husband released the following statement Wednesday afternoon: My life and that of my family’s was upended last night. Police officers arrested my wife of twenty-eight years and the mother of our three children. She was informed that she was being accused of having an inappropriate relationship with a 17-year old. Even with this statement I am not sure how to express what such a shocking emotional punch to your heart and family feels like. I am stunned. My children are flabbergasted. You think you know someone after 28 years and I need answers as much as police officers do. I want so much to believe these allegations are not true, but if they are, I am appalled and crushed. The victim also said Brock would instruct him to tell his parents he was "going jogging." "She would drive the victim to a secluded area north of Cooper and east Nightingale Roads," detectives reported. Sgt. Joe Favazzo of Chandler Police said the sex acts happened in Brock's personal vehicle, at her house and her mother's house. According to court papers, "Susan ... would lower the seats and climb into the back area." Favazzo said there were 20 to 30 contacts between the two, with the most recent on October 5. Brock had apparently given the victim several electronic gifts, including an iPhone 3 and 4, which was used for communication between the two. Favazzo also said Brock had facilitated liaisons between the victim and his teenage girlfriend. "She even provided condoms, but as far as we know she did not partake in sexual relations with the girlfriend," Favazzo said. Court papers reveal the girlfriend's parents wouldn't let her see the victim, so Susan Brock would allegedly pick up and transport both teens, even provided a location for sexual intercourse at her home. The presumptive sentence is 10 years, according to the plea agreement. Under the plea, Brock will remain on lifetime probation, register as a sex offender and use her computer only for business purposes. She also must pay up to $1 million to the families of the boy and his girlfriend for medical, counseling and other costs, according to the plea. He'll have no problem getting good women. His life has just gotten better in my opinion.

Susan Brock pleaded guilty in January to charges in the case. It was unclear early Saturday on what charges Rachel Brock, 21, faces in her second arrest. In December, she was arrested on three counts of sexual conduct with a minor and one of furnishing obscene materials to a minor. The Pinal County Attorney's Office released Rachel two days later, Dec. 31, without formally charging her because they requested more information from the Chandler Police Department. Fulton Brock, who immediately distanced himself from his wife of 28 years by filing for divorce shortly after her arrest, released a statement late Friday. "The heartbreak continues. I have learned my daughter has been re-arrested. I have not yet seen a copy of the formal charging documents. "My understanding is that my daughter is accused of having an inappropriate relationship with a minor when she was 18 years old. My goal was always to lead my family in living a life of doing right and following God's laws." In her first arrest, court papers said Rachel Brock had sexual contact with the boy on a trip to California when he was 13, in her car in Chandler, at a Brock-owned property and in a bathroom when he was 14. She also was accused of sending nude photographs and a sexually explicit videotape of herself to the boy's cellphone. Her mother, Susan, 48, originally faced 15 child-abuse counts for allegedly abusing the same boy starting when he was 14 years old and she was 45, the court documents report. Reports did not say whether the mother and daughter knew of each other's alleged activities with the reported victim. Chandler police say Rachel's activities began before her mother's, but there was overlap. Fulton and Susan Brock met with the local president of the Church of Jesus Christ of Latter-day Saints and the parents of the victim in Susan Brock's sex case more than a year before she was arrested, according to a Chandler police report. Between the October 2009 meeting and her October 2010 arrest, Susan Brock committed 15 more illegal acts involving her teenage victim, according to the indictment. In a plea deal, Susan Brock admitted to attempting to perform sex acts on a Chandler boy at her home, in her car and in a bathroom when he was 14. The plea bargain dismissed 12 counts and reduced the severity of the remaining three. Susan Brock faces prison time for one count, as well as lifetime probation, registration as a sex offender terms and other restrictions. Susan Brock was never charged with sexual intercourse, but with acts such as masturbation, oral sex and giving the boy pornography. In sentencing set for April, Susan Brock faces a presumptive sentence of 10 years on one count of attempted sexual conduct with a minor, according to Pinal County Superior Court Judge Pro Tem Hank Gooday. She could be sentenced to anywhere from seven to 15 years, Gooday said. "At some point you will get out of prison and you will be placed on life-time probation," Gooday said. "As long as you do what you are supposed to do you won't have to go back to jail." In exchange for her plea, the Pinal County Attorney's Office agreed not to proceed with a host of charges, including child prostitution, molestation of a child and conspiracy to tamper with evidence. In addition to registering as a sex offender, Susan Brock must renew her driver's license yearly to enforce the registration and pay up to $1 million in costs to the families of the victim and his former girlfriend. Chandler police accused Susan Brock of providing places for the boy and the girl to have sex. She was alleged to have given them condoms and provided transportation. As part of the plea, Susan agreed to allow the boy to keep anything she gave him, which reportedly included an iPod, iPod Touch and two iPhones. She also agreed to relinquish claim to phones seized by police. A friend of Susan Brock's, Christian Weems, 37, a Chandler political activist, also was arrested in December in the case, but also not formally charged. Weems was accused of deleting incriminating evidence from the alleged victim's Yahoo account after obtaining the password from Susan Brock. It was unclear early Saturday whether Weems has been rearrested. Weems made headlines seven years ago after police say she left her infant son in a broiling car for 90 minutes. She was not formally charged in that case. In an op-ed piece he wrote for The Arizona Republic, Fulton Brock said, "What my wife did was very wrong. Period. A victim and his family deserve justice and prayers." At one point both the boy's parents and his high school principal warned Susan Brock to stay away from the teen. In the op-ed piece, Fulton Brock said. "As for my daughter who has been accused of similar things I am doing all a Dad can do, including helping her through therapy... Susan Brock, 49, wrote in a letter that Rachel, 21, admitted to sex acts with the Chandler football player that Susan Brock pleaded guilty to abusing for three years, starting when he was 14. The document came to light Saturday during a bond hearing before Maricopa County Commissioner Charles Donofrio in Rachel Brock's case. Rachel Brock was re-arrested Friday and charged with seven counts of misconduct with a minor and one count of furnishing obscene materials to a minor. She was first arrested on four counts in December, but released without charges because Pinal County wanted more information from the Chandler Police Department. The commissioner ruled that she should be held without bond. Rachel's alleged activities with the boy began before her mother's, but there was overlap, Chandler police have said. "The state believes the case against Rachel Brock is stronger now than it was before," said Pinal County prosecutor Jason Holmberg. "The state is in possession of a document written by her mother, Susan Brock, where she writes in this document that her daughter, Rachel ... had admitted to ... engaging in oral sexual conduct when the victim was 13 years old," Holmberg said. The indictment, handed down last week by a Maricopa County grand jury, accuses her of committing sex acts oral and masturbatory sex with the boy from August 2006 to August 2008. She also is accused of sending nude photographs and a sexually explicit videotape of herself to the boy's cell phone. And a police report says that Rachel Brock had sexual contact with the boy on a trip to California when he was 13 and she was 17. During her initial appearance, Rachel stood quietly next to her attorney, John Rock. Her long, brown hair was loose around her shoulders, and she wore a pullover sweatshirt and jeans. Rock argued that Rachel should be free on bond because of problems with the state's case. He claimed a lack of physical evidence, and a victim whom he said changed his story. He also said the letter from Susan Brock was written shortly before her October arrest and was "self-serving." The victim has hired a "very powerful" personal-injury law firm, and it's in his best interest to claim he was abused by Rachel, Rock said. The first time the teen was questioned about whether he had sex with Rachel, "he said no," Rock said. The teen has been consistent, Holmberg said. "He specifically said he never engaged in penile-vaginal sex with Rachel, with this defendant," Holmberg said. Rather, the victim told police that they engaged in oral and masturbatory sex. Rachel is scheduled for arraignment Thursday. Pinal County is handling the case due to a conflict of interest because County Supervisor Fulton Brock is Rachel's father. According to officials, Brock also faces lifetime probation and must register as a sex offender. Supervisor Fulton Brock issued a statement following Thursday's proceedings, saying, "I support the decision of the court." Susan Brock spoke prior to her sentencing saying "My heart is swollen with sorrow and regret. I would like to publicly apologize to the victim and his family." Several family members also spoke on her behalf, her mother begging the judge for lienency. Prosecuting attorneys on Thursday argued as to why Brock should get the maximum sentence of 15 years for molesting the teen. In January, she pleaded guilty to three counts of attempted sexual conduct with a minor. The victim wrote a letter that was read in court. "I did not know then that Susan was leading me into a trap," he said. "You (Susan) purposefully drove those I love away from me so in the end you would be the only one left." The prosecution wrapped up a lengthy presentation Thursday morning that included phone conversations between Brock and her husband, and the contents of text messages that had been sent to the defendant. In a conversation from jail, Fulton Brock told her how he planned to help her by facilitating a meeting with church leaders, the prosecutors and the victim's family to try to get them to lessen the charges. Pinal County Prosecutor Jason Holmberg laid out his arguments for the maximum penalty saying that Brock repeatedly molested the boy and tried to get him to cover it up and even accused the victim of being the aggressor saying "he" was a rapist. Holmberg also argued that Brock unsuccessfully attempted to seduce the victim's older brother when he was younger. Holmberg argued that the victim has suffered emotional damage from the relationship. The relationship continued over a three year time frame where Brock gave the victim toys, clothes and paintball guns and money. Men can be raped too... especially boys who can have trouble controlling erections, and even if they could, do not have the emotional maturity to deal with something like this. She did threaten and bribe. The boy is most certainly a victim and this sort of reaction is disgusting. Police said the note, dated Oct. 19, 2010, and other evidence refute Brock's assertions that he did not know about his wife's actions until her Oct. 26 arrest. Officers said the note may not show probable cause that Brock committed a crime, although prosecutors have said they are still examining evidence in the case. Brock did not respond Tuesday to repeated messages left at his county office and home and on his cellphone, but he earlier told The Republic that claims he knew of his wife's physical actions were inaccurate. In a supplemental report released last week, Chandler police said a Church of Jesus Christ of Latter-day Saints bishop told them Fulton Brock had been told by another church leader on Oct. 12 or 13 that his wife had performed oral sex on the victim at least twice. A Pinal County prosecutor has said the note, found in Susan Brock's car the day she was arrested, indicates Brock was planning to deal with accusations against his wife by turning blame on her accuser. Chandler police, in their report, said the note included pointed questions that Susan Brock should ask a defense attorney, including queries about a "sexual felony" relating to different activities with a minor and a reference to a "mentally insane defense." The note, although cryptic, cites two goals: "Avoid prison" and "intake treatment" in Salt Lake City. The state Department of Public Safety Crime Lab analyzed the note. Chandler police said Tuesday that the lab confirmed the note was written in Fulton Brock's handwriting. While Brock did not comment on Tuesday's development, in an interview with The Republic last week, he disputed claims that he was informed of his wife's sexual activities before her arrest. "I did not know the nature of my wife's misbehaviors, and that is absolutely incorrect," he said. Brock said he heard from the mother of the victim's girlfriend two weeks before the arrest. "She said there was some serious texting going on, and it was of an adult nature, and it was not good," Brock said. But he said his wife refused to discuss in detail her activities with the boy. Brock said he only became aware of the specific details once Chandler police began releasing information after her arrest. Asked why he did not immediately report his wife's activities to the police, Brock responded, "I didn't know what had happened because my wife had not disclosed to me what she had done. I did not see, and I was not a party to whatever it was that the victim's girlfriend's mom was referring to." "I was literally kept in the dark until the information started leaking from the police reports," Brock said. Susan later pleaded guilty to three counts of attempted sexual conduct with a minor and was sentenced earlier this month to 13 years in prison.Conflicting statements Immediately after Susan was arrested Oct. 26, Fulton released a statement saying his family was "flabbergasted." A few weeks later, Brock filed for divorce from his wife, whom he met when she was 15. In the report released last week, Chandler police Detective Christopher Perez wrote that Fulton's claim of "being in the dark" about his wife's activities is contradicted by two events: A meeting with the East Chandler Stake president in October 2009, during which Susan was initially accused of molesting the boy, and a phone call from Bishop Matthew Meyers on Oct. 12 or 13, 2010, in which Fulton was told Susan admitted she performed oral sex on the teen. However, Jason Rose, Brock's publicist, said Tuesday, "Fulton has been consistent in his statements about not knowing the magnitude of her actions. His wife did not come clean with him."The note Pinal County Deputy Attorney Jason Holmberg, said earlier this month that the supervisor seems to be suggesting in the handwritten note strategies and questions for Susan to discuss with an attorney. Fulton also wrote, "iPod Touch Susan . . . sexting/vulgar/conversations." The police report notes there is a check mark next to this item with the word "done." Fulton also seemed to be exploring a strategy of blaming the victim, Holmberg said, by saying the teen assaulted Susan, Rachel Brock, 22, and the boy's girlfriend. In the end, no such strategy was used in court, and Susan agreed to a plea deal. In his interview last week, Fulton said he was focusing his energy on his daughter Rachel, who is being held without bond on eight counts of abusing the same boy her mother was accused of abusing. "I just find the things that happened shocking and disappointing. And, at this point in time, I'm just hopeful that my daughter can be able to have a fair consideration of whatever it is that may have happened to her and the victim," Fulton said. "I'm just hoping to forgive all the parties involved and try to spend as much time as I can figuring out how this happened, and what I can do to be there for my daughter." Fulton and Susan Brock divorce finalized by Laurie Merrill - Jul. 27, 2011 05:10 PM The Arizona Republic Just weeks after Fulton Brock complained in court papers that Susan Brock had spent tens of thousands of dollars on the Chandler teen she molested, they signed a consent decree and are officially divorced. "The marriage of the parties is dissolved, and the parties are restored to the status of single persons," wrote Robert Miles, a Maricopa County Superior Court judge. The divorce, filed by Brock in November after Susan's arrest on child-abuse charges, is dated July 14. Susan Brock, 49, is serving a 13-year sentence for molesting a family friend for three years starting when he was 14. She was accused of grooming him since he was 12, giving him extravagant gifts that included an arsenal of guns, iPhones and the latest video equipment. The Brocks' middle child, Rachel, has pleaded guilty in connection with molesting the same teen over a three-year period. Her sentencing, originally scheduled for Aug. 17, has been postponed. The decree holds Susan "solely responsible for payment of any restitution or other claims" stemming from the molestation case. Fulton Brock, 59, was awarded the majority of assets and custody of the youngest child, 15. He declined to comment on the divorce. He was awarded the family home in Chandler, valued at $500,000; another home in Chandler, valued at $400,000; and half the interest in a home in which Susan's mother resides, also in Chandler, valued at $250,000; and a Carlsbad, Calif., time share. Susan's mother has the other half interest in her home. Brock now possesses a 2003 Honda, a 2007 Honda and a 2005 Lexus SUV. He also assumes two Visa credit-card debts. The Brocks keep their own retirement accounts, although Fulton Brock said in court papers that Susan drained hers to lavish gifts on the victim. In his last court filing, Fulton Brock said the victim's family will seek damages soon. Susan Brock spent $4,000 at Kay Jewelers, presumably for a diamond ring that prosecutors say she gave the victim to give his teenage girlfriend. She withdrew an estimated $10,000 on a line of credit she opened without Brock's knowledge; $5,000 in other credit-card debts; $52,000 from her retirement account; and $40,000 she spent on legal fees, the papers say. Susan Brock gave the victim several iPods and iPhones, a special edition Xbox 360 and numerous games, underwear, jeans, T-shirts, paintball supplies and guns. Susan Brock purchased many items online and had them sent to her mother's house because otherwise "Fulton would get mad," the victim told police.
