This may be the first time I've ever felt sympathy for an elected official...

http://www.abc15.com/dpp/news/region_southeast_valley/chandler/pd%3A-county-official%27s-wife-had-sex-with-teen

Susan Brock, 48, was arrested Tuesday at their family home on charges of child molestation, for allegedly having sex with a 17-year-old male.

"I think we were all shocked, this is incredulous," said County Attorney Rick Romley. "I do believe it's better that another county attorney handle this matter. I've been in touch with Pinal County Attorney Jim Walsh and he will resume the prosecution in this matter."

According to Chandler Police Spokesperson David Ramer, the sexual relations started three years ago, when the teen was 14.

A family friend apparently discovered the relationship after intercepting text messages about sex acts and genitalia. That friend then notified the victim's father, who called police, according to Ramer.

Brock was taken into custody on Tuesday night and faces charges of molestation and sexual conduct with a minor.

Her husband released the following statement Wednesday afternoon:

My life and that of my family’s was upended last night. Police officers arrested my wife of twenty-eight years and the mother of our three children. She was informed that she was being accused of having an inappropriate relationship with a 17-year old. Even with this statement I am not sure how to express what such a shocking emotional punch to your heart and family feels like. I am stunned. My children are flabbergasted. You think you know someone after 28 years and I need answers as much as police officers do. I want so much to believe these allegations are not true, but if they are, I am appalled and crushed. I am a religious man. I ask all to pray for our family and those involved so that justice may best be served.

--Maricopa County Supervisor Fulton Brock

The victim reportedly told detectives Susan Brock would arrange to meet him near his home or at school so his parents and her husband wouldn't find out.

The victim also said Brock would instruct him to tell his parents he was "going jogging."

"She would drive the victim to a secluded area north of Cooper and east Nightingale Roads," detectives reported.

Sgt. Joe Favazzo of Chandler Police said the sex acts happened in Brock's personal vehicle, at her house and her mother's house.

According to court papers, "Susan ... would lower the seats and climb into the back area."

Favazzo said there were 20 to 30 contacts between the two, with the most recent on October 5.

Brock had apparently given the victim several electronic gifts, including an iPhone 3 and 4, which was used for communication between the two.

Favazzo also said Brock had facilitated liaisons between the victim and his teenage girlfriend.

"She even provided condoms, but as far as we know she did not partake in sexual relations with the girlfriend," Favazzo said.

Court papers reveal the girlfriend's parents wouldn't let her see the victim, so Susan Brock would allegedly pick up and transport both teens, even provided a location for sexual intercourse at her home.

Ramer said the victim's family and the Brock family were friends.

A 14 year old?? How awful and gross. A friend of their family, no less, who she had likely known since very early childhood--even more disgusting. I hope she gets jailtime, and her adult children might need therapy.

I intend to update the tale as developments occur.

Here's a video of her first court date, the thing is long and boring but the information the prosecutor relates to the judge (which he obtained by interviewing the detectives) provides much more information.

Why would you feel sorry or sympathize for this person? I am stunned at thye erosion between the boundaries of children and adults these days. I counsel troubled teens in a specialized school setting everyday and I just do not understanhd how these circumstances ever get started. I have heard from other students that these grils think this teacher is hot or these guys thinki the probation officer is cute but there is something very flawed in an individual willing to become sexual with a fourteen year old. Seriously, how far past puberty is a fourteen year old boy? This story was very disturbing on so many levels.

The sympathy is for the woman's husband (who happens to be an elected official). I feel sorry for him, too. AND their kids! And the girlfriend and her family. What a horrid mess that woman created. What a way to find out your wife is cheating on you. AND with a child, no less! What a D-day!

From the November 2nd New Times:

Things just when from really (really) bad to even worse for the wife of Maricopa County Supervisor Fulton Brock, who is currently in jail after being charged with molesting a boy when he was as young as 14-years-old.

In addition to the original two counts of child molestation and two counts of sexual conduct with a minor, the Pinal County Attorney's Office confirms to New Times that Susan Brock now faces a total of 15 sex-with-a-14-year-old-boy-related charges.

The alleged three-year sexual relationship with the boy happened in Maricopa County. But because Brock's husband oversees many aspects of the Maricopa County Attorney's Office -- including its budget -- the case has been handed over to Pinal County.

Those charges include providing obscene materials to minors and public sexual indecency.

To get all the bizarre details of Brock's alleged affair with the boy click here. But we'll provide a brief summary below.

Brock was arrested last week after the parents of the alleged victim found sexually charged text messages from Brock on a cell phone she bought for the boy. She used the name "Timmy Turner" when text-messaging the boy.

The boy claims he and Brock carried out a three-year sexual relationship, in which the two had sexual encounters in Brock's car, the house she shares with her husband and children, and even at her mother's house.

The boy has a girlfriend whose parents don't approve of their relationship. So Brock allegedly let the boy and his girlfriend have sex at her house. She even bought the two condoms, court documents claim, which is probably the reason for the latest charges.

As we said, the case is being handled by the Pinal County Attorney's Office, but Brock is held without bail at a Maricopa County jail. Her next court appearance is tomorrow morning at the Maricopa County courthouse in Mesa.

From the November 11, 2010 Arizona Republic, no surprise here:

County lawmaker divorcing wife accused of child molestation

A Maricopa County lawmaker whose wife is accused of child molestation has announced he is getting a divorce.

Supervisor Fulton Brock said he has filed paperwork to end his marriage of 28 years to his wife Susan.

Brock's wife was arrested after she allegedly had a sexual relationship with a teenage boy.

A probable cause statement said Chandler police were called by the 17-year-old teen's parents after they learned of steamy text messages reportedly exchanged between their son and Mrs. Brock.

Police interviewed the boy, who reported he had been meeting Susan Brock for sexual trysts since he was 14.

Fulton Brock issued a statement Oct. 27 saying he was "stunned" by the revelation.

CHANDLER, AZ - A Chandler woman has been arrested in connection with the sexual abuse case against the wife of a Maricopa County supervisor.

Police say 37-year-old Christian Hart Weems is accused of destroying and altering evidence in the personal e-mail account of the teenage boy Susan Brock has been charged with molesting over a three-year period.

People who live in Weems' family-oriented Chandler neighborhood expressed shock and surprise at the news of her alleged involvement.

"It's not something I would typically think this family would be up to, that she would be capable of, and that's why it really hurts me," said Marlene Sanchez, who lives a few doors down.

"It's devastating to me because I know the children," Sanchez said.

The 48-year-old Brock is the wife of Supervisor Fulton Brock. Police say Weems is a friend of Susan Brock.

Weems was arrested Tuesday on suspicion of obstructing a criminal investigation and conspiracy to commit computer tampering.

They say Weems allegedly helped Susan Brock by deleting potentially incriminating files in the e-mail account of the boy.

It was unclear Wednesday whether Weems had a lawyer.

Wow. This is shocking. But the boy and the cheating wife knew exactly what they were getting into, and they both continued for a long time, even if the wife was the mastermind/manipulator. I feel sorry for the husband and the family though. So much pain. I'm sure part of his decision to divorce her was because of the publicity regarding his position, but years from now he'll be fully glad he made that decision to leave the cheater. Such sad news. And to top it off she's not even a looker.

.... it does. Turns out not only was the poor guy's wife involved, his daughter was also!

CHANDLER, AZ - The daughter of a county supervisor has been arrested on suspicion of sexual misconduct with the same teenage boy that her mother is accused of sexually abusing over a three-year period, police said Thursday.

Rachel Katherine Brock, 21, was arrested Wednesday on three counts of sexual conduct with a minor and one count of transmitting obscene material as part of an ongoing investigation surrounding her mother, 48-year-old Susan Brock.

Both women were being held without bond at the Maricopa County jail.

In Rachel Brock’s initial court appearance, acting attorney John Rock argued that the judge should free her on bond because there appeared to be no physical evidence to support any of the charges.

Rock also said the teen would have been asked if he had been a victim of any other sexual abuse when Susan Brock was arrested in October.

“It appears that he’s given contradictory information,” Rock said. But the judge wasn’t persuaded.

It was unclear whether Rachel Brock had a permanent attorney. Susan Brock’s attorney, Pheron Hall III, did not immediately return a call seeking comment Thursday.

Rachel Brock is the daughter of Maricopa County Supervisor Fulton Brock, and Susan Brock is his wife of 28 years. The family lived together in the Phoenix suburb of Chandler but Fulton Brock filed for divorce after his wife’s arrest.

Rachel Brock is accused of committing numerous sex acts with the teenage boy between February 2007 and August 2008, and sending him nude photos and a video of herself masturbating; none of the acts involved intercourse. The boy was 14 at the time, and Rachel Brock was 18, classifying the crimes as dangerous crimes against children.

Police said that between August 2007 and October of this year, the teen met Susan Brock for sexual trysts. Susan Brock reportedly provided the boy with cell phones, and police seized text messages reportedly recording sexual exchanges between the two.

Chandler police Sgt. Joe Favazzo said it appears that Susan and Rachel Brock didn’t know about each other’s relationship with the teen.

“You have a situation where you have a mother who’s abusing a juvenile victim, seemingly unknowingly to the daughter, or vice versa, and the daughter is also abusing the same victim,” Favazzo said. “I just can’t imagine a mother and daughter having this conversation, and the investigators say they don’t have anything indicating the two of them knew about it.”

The boy, now 17, told police that Rachel Brock began abusing him in 2007 by inappropriately touching him during a trip to California, and it escalated to other sexual contact in a vehicle about a month later, according to a court document released Thursday.

The boy also told police there was sexual contact with Rachel Brock at the Brocks’ home and at a property owned by the Brock family.

Susan Brock was arrested in October on two counts of child molestation and two counts of sexual contact with a minor involving the same boy.

The teen told police Susan Brock would pick him up at school or home and drive him to secluded areas where they would have sexual contact in her car, although there was no intercourse, according to a court document. Authorities say Susan Brock also helped the boy meet his girlfriend and provide places where the young couple could have sex.

In a statement Thursday, Fulton Brock said “’shocked and devastated’ are not sufficient words to describe the news this day or what has transpired over the last two months.”

“I have filed to divorce my wife. I cannot divorce my daughter,” Fulton Brock said. “She is my blood. I will always be her dad. And she needs me now more than ever.”

Maricopa County Supervisor Fulton Brock's daughter, who like her mother is accused of molesting a Chandler boy, was released from jail two days after she was arrested, police said Sunday.

Rachel Brock, 21, went home New Year's Eve without being charged because the Pinal County Attorney's Office, which is handling the case, requested more information.

"Chandler has done a masterful job," Pinal spokeswoman Heather Murphy said. "It is a complex investigation."

Charges were not filed within the 48-hour window needed to hold a suspect, Murphy said. If the case is pursued against Rachel Brock, she will be rearrested. She was released on her own recognizance.

She is accused of molesting the same boy, now 17, her mother, Susan, is accused of molesting. Susan Brock, 48, faces 15 sex abuse counts and is held without bail.

County Supervisor Brock, who filed for divorce from his wife within weeks of her arrest, said in a statement Thursday that he supports his daughter.

"I have filed to divorce my wife. I cannot divorce my daughter. She is my blood. I will always be her Dad. And she needs one now more than ever,'' he said. "Nothing can ever make this situation right other than raising awareness so other families can avoid such sorrow. As a person of faith I ask for your continued prayers."

Rachel Brock, who was arrested Wednesday in Phoenix, was the second person arrested in two days in the case. Tuesday, Chandler political activist Christian Hart Weems, 37, was arrested and booked on charges that include hindering prosecution and tampering with evidence. Weems is accused of using a password provided by Susan Brock to break into the victim's Yahoo! account and delete potentially incriminating evidence against Susan Brock.

Weems is a land developer and former member of two city government advisory boards. She has campaigned for several mayoral and city council candidates and led a successful effort to stop Chandler from building a garbage transfer station near her neighborhood.

At Rachel Brock's initial appearance, her legal representative said the chief witness, the boy, apparently changed his story. He said that when the victim was interviewed in October, he was asked if there had been other dangerous crimes committed against him, and he did not mention Rachel Brock.

Court records list several high-ranking members of the Mormon Church as potential witnesses. The Brocks and Weems are church members.

At 10 a.m. Thursday, the Maricopa Board of Supervisors is scheduled to pass the chairmanship gavel from Supervisor Don Stapley to Brock.

Each year, the board elects a new chairman; the position typically rotates between the four Republican supervisors and Brock is in line for the post. The position appeared to be his up until Thursday, when news of his daughter's arrest shook county government.

Last month, Brock told The Arizona Republic he was preparing to take on the role despite misgivings by some county officials, saying "My travails are probably no greater than Don Stapley's or Bill Clinton's when they were up against some challenges. So I'm going to plan as if I can work through whatever presents itself."

1. what a train wreck of a family.

2. this kid must have some major game. I think getting some from a girl and her mom , for 3 years, at the same time rules you out as being "innocent and impressionable" no matter how old you are.

http://www.abc15.com/dpp/news/region_southeast_valley/chandler/jailhouse-call-between-susan-brock-and-christian-weems

CHANDLER, AZ - Susan Brock, the wife of Maricopa County Supervisor Fulton Brock, has pleaded guilty to three counts of attempted sexual conduct with a minor.

Susan Brock changed her plea late Monday afternoon before a Pinal County judge. She will reportedly be sentenced March 16.

Meantime, audio tapes between Susan Brock and Christian Weems, Brock's friend who was arrested for tampering with evidence, were released Monday and appear to show Weems talking in code.

Police say in a jailhouse phone call, Weems was talking about a password to an e-mail account used by Brock and her alleged male victim.

According to police, Weems' intent was to go into the e-mail account and erase evidence of the relationship between Brock and the teenage victim.

"Thank you, I needed that in order to take care of some things and be able to get into it so, thank you," said Weems on the audio tape.

This audio led police to confiscate the computers and then arrest Weems for tampering with evidence. Police still do not know what was said in the deleted e-mails.

Investigators believe Brock and the boy had an ongoing sexual relationship for several years starting when the boy was 14 years old.

PHOENIX - In a 73-page report released by Chandler police there are clues Susan Brock may have known her sexual contact with a teenage boy was about to be exposed. Parts of the eye-opening report also raise questions as to whether her husband was aware of what was going on.

The victim tells police he was 14, a freshman in high school, when Brock started driving him to remote locations where she would masturbate him until he ejaculated.

In an e-mail uncovered by detectives, the victim described the relations with Susan Brock as his darkest secret, and that he could not see (deleted) unless "I played by her rules and I was afraid..."

As his father wept, the victim told police Brock would drive him to a spot near the Chandler Airport. "She crawled over the front seat to the back seat where "she pulled my shirt up and took off my pants and started touching me," the teen said.

He said Brock gave him a "hand job" and "asked me to kiss her and she would ask why don't you look at me? Would you ever kiss me?"

He told detectives he did not want to look at her because he "didn't like the idea of what was going on."

He said on later encounters, when he was not aroused, "She's bringing in vibrators and stuff like that."

The police report says at least three vibrators were used.

The victim drew for detectives what one of the vibrators looked like and police were able to seize the massager in their search of the Brock home.

The report details sexual encounters in Brock's Lexus, the Brock home, a rental home and Susan Brock's mother's house.

Brock would instruct the victim what to tell his parents so they and her husband, Maricopa County Supervisor Fulton Brock, would not clue in to their meetings.

The victim says he was being paid $25 to help file paperwork at the Brock home when Susan came in and offered to pay him extra if she could touch him. He agreed and sat down at the computer. The victim says Brock gave him $100.

He told detectives Brock would often give him $100 after their sexual encounters.

As detectives questioned the victim he said at one point he was unable to see his girlfriend and asked Susan Brock to help. She agreed saying, "only if you let me do what I usually do."

He told detectives the last encounter happened the first week of October 2010.

The victim detailed how Brock drove him to a secluded spot "by the airport," where she removed her clothing including her "temple garments" until she was naked. Brock is a member of the Church of Jesus Christ of Latter-day Saints.

She had shaven her pubic area and asked if she could "use a pink 'dildo' while she performed oral sex on him." When he thought she sensed him wanting to leave, he said she pushed him back down.

Susan then gave the victim $100 and agreed to help him see his girlfriend.

The victim said she would arrange encounters, allowing the two to have sex in her home and even provided a "kit" that had condoms inside.

A year earlier, the Brocks were called into a meeting with LDS church official Mitch Jones and the victim's parents. The victim's parents had discovered an iPod that Susan gave to their son and they discussed their frustration with Susan's interference in their son's life. They angrily gave back the iPod and according to the meeting notes, Fulton Brock took possession of it.

When the couple confronted Susan about whether she was having sexual relations with their son, she denied it.

Police say during the search of the Brock home, Fulton Brock confirmed to detectives that the meeting took place and at one point surrendered his wife's iPhone he had locked in a box along with numerous credit cards he (Fulton) had confiscated from his wife.

In a statement released Wednesday, Supervisor Fulton Brock wrote:

"My wife was untruthful to me. She was untruthful to the victim’s parents. I knew nothing of this inappropriate sexual behavior until the police arrested my wife. But I certainly know enough now to divorce her and be the best Dad possible to three children who really need me.”

The victim also told police Susan Brock threatened to humiliate him or commit suicide if he told anyone. According to detectives, the victim told them she even offered to change her "will" and leave him $300,000 to keep quiet.

Police reportedly taped a phone call between Susan Brock and the victim where she told him she hadn't changed her will yet, and pleaded with the victim not to "set me up."

The victim asked if Fulton Brock knew and she replied, "Fulton is not going to find out, he hasn't found out about anything we've done in the past three years, we've done a pretty good job of hiding it."

The teen then pressed on asking, "Does Fulton know you've done anything else to me like given me hand jobs or things like that?" Susan is said to have raised her voice and said, "No! No!"

Several times in the conversation she asked the teen if he was "wired".

At one point she tells the victim, "he's taken everything" and that she doesn't have any money, she needed to get "his

trust back" but also says, "you're just so dear to me, you're making me extremely nervous."

We are still pouring through the police report and will continue to update this report throughout the day.

This may be the first time I've ever felt sympathy for an elected official...

So do I. But then I saw a picture of the betrayed husband, and he shouldn't get too down about it. Especially for their age, he is a fit, good looking guy. He is going to have women flocking towards him if he ends up getting a divorce.

So actually, the world is going to be good to him after this is all over (that is if he divorces the ho).

Now the people I really feel sorry for are her kids. If her one of her kids is a teenage boy, maybe he might hand down his own kind of justice to the kid she was boinking.

hmmm, looks like the police said 14, but really, what difference does it make.

victim? please. the kid knew what he was doing. he got a hard on and stuck it in her. Did she hold him at gunpoint and say, "get hard and get in me now!" I don't know if you realize this or not, but if a guy doesn't want to have sex with someone, he aint gonna get hard for her. you can't force a guy to have sex if he doesn't want to. even at gunpoint, Rosanne aint gonna force me to be able to stand at attention.

and yes, she was "boinking" him. she was having sex with him. so show me where she "wasn't"

Oh for heavens sake. The child was 11 when the molestation began. If a 11 year old girl was being molested by an adult, starting at the age of 11, would you so willingly claim her a participant because her molester managed to lube her?
