Been out of the dating game for a while, but I'm wondering if it's okay to make specific plans over voicemail, or if I should just leave a message telling her to call me back to go out again and tell her the plans once I have her on the phone?

So case in point, I leave a voicemail for her saying if she's available let's do coffee and a walk-a-bout town this Sunday.

How about "I'd like to see you again, give me a call when you get a chance"

I wouldn't use voicemail to firm plans until you have been dating someone for quite some time, if then even. It's very easy for VMs to get lost in the shuffle while someone is checking them with misunderstandings and blown plans a possible result.

Never ask a woman out for an early date via VM, leaves too much up in the air and will annoy some women also. You want to ask her out in such a way that she must give an immediate definite answer or only a couple hours delay at most where she checks her schedule. This is done for your convenience. Your job is to ask out, hers to say yes or no, simple and polite when done correctly with the least angst and wondering on either end.

It sounds needlessly difficult. Just ask her to call you back. I'd sooner make plans over text or email than voice mail. If you're worried those are too impersonal, then voice mail is too. And way more annoying to plan through.
