Yes kissing is cheating in my opinion, actually anything you wouldn't do with someone you're attracted to in front of your SO is cheating to me.

I don't think that searching for a "baseline" definition of cheating is going to accomplish much for you.

 

There are people that would dismiss a kiss as completely harmless, there are people that consider merely glancing at a member of the opposite sex to be cheating. Getting a survey of who thinks what is not going to change the important fact that YOU felt that your trust and relationship were undermined. Whether someone else would be totally OK with a kiss is completely irrelevant.

 

Honestly, you said it yourself, it was more the act than the kissing itself, and that would be my take on the story as well. If my SO was adamant that I couldn't spend her birthday with her while she went out with other friends, I would pretty much know my relationship was over at that point and realize that whether or not she actually cheated, interest in other men was not too far behind.
