When people check each other out for an extended period of time it's always to do with interest. Unless there's something weird looking about the other person.

Either way...of you're interested...and they're staring...why not take the swoop yourself? Confident women are hot.

Or they may have no interest as far as talking really goes, and are simply thinking, 'Hey, random eye candy.' Or... they could be staring at someone who's hideously ugly or deformed... which is mean, but eh... Or, in my case, they're looking over because people tend to stare if not for a brief second at someone with purple/pink/white hair. The way your dressed can have a bit to do with it as well. I wouldn't say it a bad thing the majority of the time. :] If anything, just accept it and feel good about yourself.

But if I make eye contact with a chic I like, I'll give her a nice long look and a smile, if she smiles back I'll either wave or go say hi depending on how close she is to me and the circumstances. That is what I would have thought. A long look followed with a smile. But when it isn't in that order, I get confused.

I'll be looking at a girl I find to be attractive or interesting in some way and she'll look back and we'll lock eyes for a good while, but I'm really just not feeling up to making a move at the moment - so I'll just let it go for a while then continue on with whatever I was doing. If she started talking with me I'd roll with it, but I'm not in the mood to go make a move.
