Could be anything:

 

1. He/she knows that the girl wouldn't be interested.

2. If it is a she, perhaps she wants you for herself.

3. If it is a he, perhaps he wants her for himself.

4. He/she is just being difficult for some other reason.

 

Question is, why aren't you asking this girl for her phone number yourself? It would make a much more impact I would think.

I would never give away anybody's 'phone number without first being absolutely certain that said person was ok with my doing so.

That would be an abuse of personal information.
