How long do you have to know someone to ask them out on a date?

Is there a set time or could i see a random girl at the store and walk up and ask her on a date?

It really depends on the girl. Me personally, I prefer to talk to a guy over the phone for a couple of weeks to find out if I am even intersted in going on a date with him and if our personalities even match. And to find out if I will put him in the friend zone or not.
