Let's see where to begin.

Well I'm a college student and pretty much all of my prior relationships in the beginning were always initiated by the girl; meaning that they were always the first to approach me and so on. So I've never experienced "picking a girl up" I'm in college I should be in my prime not psyching myself out.

I've figured out that my problem is going up to random women and just talking to them. Let's say a friend introduces me to a girl then I'm fine it's just the random girls in class or wherever that I have a problem with. I don't want to come off as a creeper and I think that's what gets to me, or the fact that I don't have an initial game plan. I'd like to think of myself as being an attractive guy I just can't seem put it to good use. Any ideas? Seems kind of a silly question but I don't want to be living in the "what if" world any longer.

As long as you look and act confident, there's no way the girl will think you're a creep. One way you could approach a girl is by finding a reason to actually approach her. Like, take notice of what she's wearing and be able to complement her on that. It's a cliché but safe ice-breaking device. Or like if she's reading a book, hopefully you have some idea of what it is, and you can initiate a conversation based on that book. But if you just want to be straight-up about it, which some girls these days actually prefer, just walk up to her and say "hi". Be sure to give a sincere smile, not a dog-in-heat smile.
