She caught me checking her out a couple of times and then one time she held my gaze for about 4 seconds before I eventually looked away. Is that her just being 'dominant' or was it a little bit of intrigue?

If you don't get that far, then she's not interested in you. Instead of wondering if you missed an opportunity by not doing anything, create the opportunity by taking action!
