The people of this culture haven't done a damned thing to earn it after all these years. If anything, I need to devise something more punitive. Wow, really? What crime are you punishing them for again?

All I can say is that if sunshine policy isn't doing the job, it's time to take a harder line. I'm not really interested in continuing to have this turn into argumentation. I'll now let it drop. If there are any people here (especially young men in similar situations) who have successfully taught their local culture to improve what it offers them, it'd be much appreciated if you could send me a private message.
