It all depends upon...
the laws of the state in which the divorce took place. Very often, the parent who moves out of state must pay the transportation costs for visitation since they're the one who moved and, thus, created the expense. In other cases, the transportation costs are split between the custodial and non-custodial parent.
As for going to jail for contempt over transportation costs, highly unlikely.
Most of this can be negotiated during settlement.
