Advice welcomed: Getting out my shell

As some of you have read from my previous posts, I have a tendency to be a shy "nice-guy" type. However, I am trying to break that image. I have recently gone on to a dating site and found a lady in my hometown. We are exchanging messages. I hope to meet her soon.

My question:
How can I completely get out my shyness?

I don't want to make the same mistakes that I had made with my friend/"more than a friend". It seems that I either get really shy or become the "nice-guy"/"doormat" type around women.

Other question:
I may end up leaving the country between January and July of next year for a volunteer program. I still don't know if I am even getting in the program. However, I feel that I need to gain experience with dating. Something has been bugging me: Is it really wise to date at this time? If I meet someone, I don't want to crush their feelings by bailing on them. (My future career is resting on this volunteer program).
