It depends on how secure this guy and girl are with their relationship, and the timing. If they are really secure, then giving her a necklace (and a note or card expressing gratitude for the friendship with no ambiguous romantic language) would be seen as a nice gesture. If the guy is even the slightest bit suspicious or insecure with the relationship, then I can't imagine he would see it as anything other than an attempt to hit on his fiance.
You may also want to consider the timing - giving someone a gift like that on Valentine's Day, no matter how innocuous can often be seen as having a romantic intent (even when none is there): particularly since its a heart necklace. I'm thinking card for Valentine's day, and a heartfelt gift with a card at an either earlier or later date than Valentine's day.
My gut feeling is: give her the necklace, but maybe not on Valentine's Day.
