No, it doesn't. Be careful, different things mean different things to different people. I hate to say the wrong thing here but some girls are just stupid and do all kinds of things that actually mean nothing at all. I had a girl when I was younger do all sorts of things to me, teasing me, winking at me, smiling all the time, touching me even, looking into my eyes and holding a glance with me for much longer than considered normal. When I confronted her about it - she didn't like me - it was just her - she was a flirt. I wanted to believe she liked me and she just happened to be a really flirty girl that played with guys all the time and as a result I got really ****ed up by it. So I would be careful - she might be playing with you - but it doesn't mean she wants you. She might just be a girl who likes to tease guys. A lot of girls get off themselves from teasing guys and playing with them - when they have no interest in them. I think they just like the power of giving a guy an erection and controlling their sexual feelings, gives them power. So think twice, being cuatious is WISE, don't be quick or like a fool and just give your heart away, think first. Sorry to throw a bucket of cold water on your post, but seriously I speak from experience and (not trying to be proud here) but I am a reasonable looking guy who's had many girls after me, I just fell for the wrong girl that time and suffered badly for it. I don't want others to make the same mistake.

You're saying that as if you're 100% correct, and you're not. Let him feel it out. Let him figure it out on his own. Girls are as different as their are stars in the sky. The only way he can be sure is to talk to her more and find out. Don't discourage him from trying.
