It's much better that you talk to his cousin than use up paper to write notes or use sign language.

It makes no sense that your friend would have any problem with you talking to his cousin...unless he likes you as more than a friend and your cousin is after you as well. If that be the case, you ought to just have them duke it out and whoever lives wins your heart...until you find somebody better and more civil.
