Difference between deeply caring and loving someone?

Not just in a relationship but anyone (friend, sibling, ex, bf, gf, etc.)

 

Also, if an ex says "We just weren't right for each other but she'll always have a special place in my heart" means in a way they still love them just not in love?

That kind of thing is reserved for someone who liked or loved you and you invested in them--caring for them a lot but not having that crazy "in love" kinda feeling for but it ended amicably. You hope they are well and think of them fondly (or choose to overlook their faults and possible lies). That's how I felt about my first LTR that lasted five years and we lived together--I felt that way for a long time but now so much time has passed I don't go there much anymore in my head. She's an old lady now somewhere if she's still alive.
