Is e-mailed offer acceptable?

After a month of delays and monkeying around I finally got ahold of the HR manager at this company I want to work for. She verbally offered me the position and we set a start date, salary, etc. She e-mailed the offer letter and benefits package to me confirming the start date. The only thing is, she told me a written letter would follow, and I need to sign it and return it to her along with my signature giving permission for a background check and drug test. I have no problem complying with any of that except that it's been over a week and no written letter. I have sent her an e-mail and left her a voicemail but I need to give notice on Monday at my present employer in order for it to be a two-week notice. I guess I'm just apprehensive because I once had a job offer rescinded at the last minute. Should I go ahead and give notice? Is the e-mailed offer as good as a written one?
