I met a women at the mall quite often because she works there. When I went to a mall last weekend, she smiled and looked at me from my head to my toes and walked away.

Nobody looked at me like this before. I just wonder if this is a good or bad sign.? and what should i do in the future if this kind of situation occurs

Talk to her, always. You should be making a move even if she didn't look at you sexily. If you find a girl attractive, you should go up and talk to her even if she has a sign around her neck saying, "I'm not interested in you." Guys are such wooses. They could have a girl walk up and say, "I want to make love right now," and most of us wouldn't get the hint. Get 'er done.
