Actually, 19 is a very healthy age to be having children. I think it's more a reflection of Britain's commitment to public service. The British are much less self-centred. They're much less likely to use such family-delaying excuses such as "getting to know oneself," "travel and see the world," and "having more time and money to do the things I enjoy." They also play the field much earlier, because the British are an efficient people. It's no surprise to me that the US dollar is consistently depreciating against the Pound.
