I'm a freshmen in college and I have almost no experience when it comes to dating. I did date this girl my senior year of high school for a month cuz she asked me out...(she later cheated on me) but thats about it. Anyway, there's this girl i have been hanging out with a lot recently. She was introduced to me by a friend.

He told me that she said I was "cute" to her which was kind of a big deal to me cuz I've never heard a girl call me cute before. We started hanging out and she would always come by my dorm and talk to me and sometimes even poke me and tickle me and whatnot. She sent me text messages saying "i love you' and just "hi" and "what r u doing" at random times throughout the day. I thought of her as just a friend at first and thought nothing of it...
Now I like here but I've noticed that she has backed off a lot. She doesnt text me that much anymore if at all, she comes to my dorm to talk to me though not as often, and shes not as flirty with me.
2 or 3 weeks aso she sent me a text saying... "lets make out". I went with a friend to a party where she was at and I picked her up and she was really drunk and kept talking about making out with me...me bing the shy guy i am didnt know what to do....and ever since then she has let up on the flirtiness
I talked to my friends about this and they told me to flirt back or make a move. Idk how to do this though....what should I do?

You're shyness and lack of action made her give up and move on.

She was interested and backed off because you didn't make a move.

So give her a call, ask her out, and make your move man!

It also could be that she's embarrassed about makeing a pass at you when she was drunk- so that might be another reason for her to back off.

She's deff displayed interest, I know if I was in her place I would most likely back off too- I would just assume you were not interested.

If you want this to work out, you're gonna have to make a move.
