The problelm is.. he has a girlfriend, and she was one of my best friend a while ago... and he won't leave her for me. The other thing is that he hasn't told me anything yet, just implied it. Should I tell him I know how he feels, or keep it to myself?

Keep it to yourself. Anything else is just asking for trouble, and you'll end up getting hurt as well as possibly hurting your friendship and his girlfriend.

If a guy is dating someone else, you step back. Those are the rules. If he breaks up with her on his own, then you have an opportunity to discuss your feelings.
