Managing Boss' Favorite Old Employee

I currently manage a healthcare facility. One of my department heads is my boss' (who was promoted to an area position) favorite employee. My employee was also promoted because of further credentialing but worked for my boss in a different location. My department head does not perform to the best of his ability. While he good at the technical skills of his position, he does a very poor job at managing his quite large team. I've tried to discuss with my boss because I feel he is not a good fit for the position but he seems to brush me off. My dept. head said to me today "If I ever leave it will be difficult for you." I asked if he was planning on it, he said no. He then said that if he ever planned on leaving, he would tell my boss before me because he was the one that promoted him and talked him in to taking the position.

 

Because of this relationship I feel very awkward about coaching, disciplining him, etc. Can anyone offer any advice?
